The article examines one of the key factors affecting the quality of economic growth — education, in context of the UN sustainable development goals. Education is one of the most powerful and transformative tools for achieving sustainable development. The author uses the sustainable development goals by 2030 as a promising guideline for the state’s educational policy. A brief analysis allows for evaluation of the applicability of the proposed indicators to a specific national system.
The relevance of the research is determined by the increasing role of social advertising as an effective tool for educating the development of civil society, which is now actively used by many state and non-state organizations. The object of research is the text of a social print ad about blood donation, in which the content and pragmatics are formed by interrelated verbal and visual signs. Linguistic description of the text is combined with semiotic analysis of the visual series in advertising. The novelty of the research consists in a comprehensive review of the verbal and non-verbal components of blood donation advertising from the perspective of optimal organization of the communicative and pragmatic message. The purpose of the article is to describe effective models for implementing the main functions of various semiotic elements of social advertising about blood donation. The main methods used are General scientific observation, comparison, classification, General philological method of interpretation, as well as linguosemiotic and discursive analysis.
Results. Optimal for the verbal component of advertising are concise and unambiguous wording of the main message and support with a strong argument (appeal to the value of life and health, identification of donations with heroism, help), for the non-verbal component-visualization of the argument (image of blood, hero, symbols of life and health or help). It is promising to use an argument for authority (the image in ads of media personalities donating blood, opinion leaders for a specific target audience).

The article analyzes the effectiveness of the international organizations activities on the elimination of slavery manifestations in Mauritania. In order to conduct the research and draw up conclusions, few research methods were applied, namely a comparative analysis method, historical and legal methods, as well as some elements of systematic research methods were used. The purpose of the article is to find the reasons which impede the implementation of the 1981 law abolishing slavery in Mauritania and at the same time to analyze the activities of international organizations in promoting the elimination of slavery manifestations in Mauritania. The object of the research is international protection of human rights. The research subject is the mechanism and methods which used by international organizations for the protection of human rights in Mauritania. During the research some national legal documents abolishing slavery in Mauritania and their law enforcement practice were analyzed. The reality is that some examples of slavery can be found in Mauritania nowadays. The UN and the African Union are two international organizations that have made some progress towards the elimination of slavery manifestations in Mauritania. For instance, Mauritania ratified all core UN human rights treaties, adopted a Roadmap to Combat the Consequences of Slavery and recognized slavery as a crime against humanity.

The article is devoted to assessment of reliability and safety of business projects. This study examines the impact of threats at each of the planning stages. Besides, the risk management model aimed at creation of practically applicable projects is analyzed. During the work the advantages of the method were revealed, the problem of business projects assessment from the point of view of reliability and safety was formulated.
The purpose of the article is the study of the etymology of the gaps in the law, objective and subjective reasons for their occurrence, ways of addressing and trial as the most efficient way to fill in gaps in the law. Methods. In the research general scientific and private law methods were used. In particular: analysis of the legal framework, synthesis, comparative analysis, legal-technical method. Results. In this article features of regulatory concerns restoration of the right by the Judicial replenishment in different legal systems are being analysed in the example of the most common ones — Anglo-Saxon and Romano-Germanic. The problem of the “hopelessness” of the right connected with the absence of the possible complete elimination of the legal gaps is being analysed, also the negative impact of legal gaps on the life of society is being considered. Conclusions. It is advisable to review the role of judicial precedent in Romano-Germanic countries and equate them to sources of law to the extent necessary for elimination of gaps in the law.
Target: the purpose of the article is to study the legal status of electronic money as an object of inheritance. The relevance of the study is due to development of electronic money transactions, so a question occurs about inheritance of electronic money. Results: as the result it has been established that not electronic money or electronic payment instrument are inherited, but the right to refund the balance of electronic money. In addition, there is the problem with inheritance of electronic money from unidentified electronic payment instruments. Conclusion: the author concludes that the features of the legal regulation of the inheritance of electronic money are due to functions of electronic money in an economic system that determine by the political grounds.
Against the backdrop of growing competition between the United States and China in East Asia, there is a tendency to reduce the role of the United States in Southeast Asia. The role of the United States of America and the People’s Republic of China in relation to the national interests of the Republic of Singapore is being lost from the foreign policy discourse of the second half of the 2010s. This case is caused by the growing uncertainty of the republic in the ability to control the processes that at this stage have become factors in the system of international relations. ASEAN becomes the “cornerstone” of the foreign policy process in the field of security of the Republic of Singapore. The Republic of Singapore seeks to balance the foreign policy process in the context of competition between the United States and China in the Southeast Asia region. The Republic of Singapore can no longer correlate its foreign policy strategy exclusively with one global actor, which in turn forms a multi-vector foreign policy strategy based on the potential and actorhood of ASEAN. Understanding the above tendency and vital national interests of the Republic of Singapore seems even more important in expanding the international agenda on the part of the Russian Federation in the context of bilateral and interregional cooperation, especially in view of the creation of a free trade zone between the EAEU and the Republic of Singapore.
