The Russian academic and practically-oriented journal “Novelty. Experiment. Traditions” (N.Ex.T.) is a unique platform for the students from Russia and around the world, where young researchers can have the results of their studies published. Established in 2015 as “Administrative Consulting,” the publication was transformed in 2020 into a specific platform focused on student research, standing out among other journals for its commitment to papers standards.
The journal’s primary mission is to support talented young individuals in their scientific endeavors, aligning with the goals of the Russian Federation’s state youth policy.
It publishes research by undergraduate, graduate, and specialist students across a wide range of disciplines: political science, economics, management, sociology, law, history, psychology, philosophy, computer science, and other specialty areas. A rigorous selection process ensures the high quality of materials via professional peer review conducted by the professors and the associate professors not only from the Institute but also from other universities, who are experts in their respective fields, as well as external reviewers specializing in various subject areas. The preparation of the manuscripts accepted for publication is a comprehensive process encompassing all the stages of publishing. The journal is indexed in eLIBRARY.ru (RSCI), “CyberLeninka,” and the international repository SSOAR. Student publications have been successfully cited in some prestigious scientific journals, including the RSCI core and Higher Attestation Commission (VAK) journals. The geographical reach of the authors includes both Russian and overseas universities, e. g., Italy, China. The journal both helps the students start their academic journey, and boost their skills in conducting research, peer review, and publication of materials.

It has become an integral part of the educational process, promoting the development of critical thinking, research competencies, and a systematic approach to scientific inquiry.
The paper deals with the critical analysis of R. Floyd’s “theory of just securitization”, which attempts to incorporate universal moral and ethical norms into security practices. Via the comparative analysis of global political cases, the author demonstrates the main contradictions of this normative theory: (1) the impossibility of objectively verifying existential threats, (2) the neglect of proportionality and damage minimization criteria under the pressure of bureaucratic and political interests, (3) the instrumentalization of humanitarian rhetoric for strategic purposes, and (4) the narrowness of the value base grounded in the Western liberal model. These contradictions reveal that without established mechanisms of supranational enforcement, ethical criteria remain primarily a rhetorical resource. Thus, normative approaches in security studies prove to be only marginally useful for analysing and explaining state’s actions in the research works on security issues. At the same time, it is essential to acknowledge the importance of the normative discourse as a tool that encourages rethinking the boundaries of what is acceptable in the realm of security, and can encourage securitizing actors to develop more balanced decisions.
The article is an analytical review of the results of the II Congress of the Student Scientific Society of the Russian Presidential Academy of National Economy and Public Administration (RANEPA), held on August 25–29, 2025 at the Moscow Campus.
The purpose of the publication is to understand the institutional role of the Congress as a catalyst for the consolidation and qualitative transformation of the young scientific community of the Academy.
Based on the analysis of the event program, the content of discussions and practical results, the thesis on the strategic transition from the initiative stage of student science development to the stage of systemic integration into the university’s research infrastructure and the national scientific agenda is substantiated. The paper examines in detail the architecture of the congress, combining educational sessions on the methodology of scientific activity, strategic discussions on the mission of the SS and practical work on the development of interdisciplinary research projects in inter-branch teams. Special attention is paid to the development of standards for scientific and educational formats and networking mechanisms. It is concluded that the key result of the congress was not only the strengthening of horizontal links within the distributed network of SS, but also the formation of specific research areas integrated into the long-term plan of scientific events of the RANEPA. Thus, the annual congress of the Presidential Academy of Sciences is established as a key platform for the formation of a scientific personnel reserve, where the mission of training future scientific leaders is realized through building personal professional growth trajectories for research students in accordance with the priorities of the scientific and technological development of the Academy and the country.
Neural networks have currently been increasingly affecting various spheres of our life, including the field of art. From a legal perspective, the issue is addressed regarding the regulation of copyright for creative works utilizing artificial intelligence. This article explores the ownership of copyright for works created by neural networks. The neural network itself is characterized, as well as its features that are essential for legislative regulation.
The objective of the paper consists in examining the possible options for copyright ownership of works created by neural networks.
Materials and Methods: The research employs such methods and techniques, as analysis, synthesis, public opinion surveys, comparative legal analysis, and specialized legal methods. The study is based on civil legislation related to intellectual property rights and means of individualization.
Results and Conclusions: The analysis of the main provisions regarding who may own rights to a product generated by a neural network has been conducted. The advantages and disadvantages of each potential ownership scenario for copyright on a specific product have been examined. A survey for analyzing public opinion on this issue is presented, which may also be useful for further legislative regulation in this area.
Introduction. The article examines the transformation of the role of the Collective Security Treaty Organization (CSTO) as an integration mechanism under the conditions of sanction pressure on Russia since 2014. The analysis of legal frameworks, strategic documents, and official CSTO statements, specifically, during Kazakhstan’s chairmanship in 2024, enables us to identify the adaptive mechanisms of coordination among member states within a complex geo-economic environment. The findings confirm the limitations of the current model of collective security and emphasize the necessity of its modernization to enhance the resilience of integration processes.
Objective. To identify the institutional parameters of the CSTO’s adaptation to external destabilizing factors and assess the transformation of Russian-Kazakh cooperation under the sanction’s regime.
Specific Goals. To analyze the evolution of CSTO’s normative framework from 2014 to the present, to evaluate the institutional coordination practices among member states under external pressure, to study the nature and outcomes of Kazakhstan’s chairmanship in the CSTO in 2024, to identify institutional and substantive trends in bilateral interaction between Russia and Kazakhstan, to formulate conclusions regarding the CSTO’s resilience as a protective mechanism within Eurasian integration.
Methodology. The study employs content analysis of CSTO’s legal and strategic documents, the structural-functional analysis of collective security mechanisms, the comparative analysis of integration behavior models, and case study of Russia-Kazakhstan cooperation within the CSTO. A deductive modeling approach is applied based on empirical institutional data.
Results. The CSTO has demonstrated relative institutional flexibility under sanctions-related pressure; however, its coordination capacity remains constrained by political and economic asymmetries among its members. Kazakhstan’s 2024 chairmanship was largely stabilization-oriented, without signs of deepening integration. A shift from declarative-normative integration to pragmatic formats of cooperation is observed.
Conclusions. While the CSTO retains its formal features as an integration institution, under sanctions it operates primarily as a deterrent rather than a strategic projection mechanism. Russian-Kazakh relations within the CSTO reflect an adaptive model, where allied obligations are maintained amid the efforts to preserve national strategic autonomy. Ensuring integration resilience requires a functional redefinition of the collective security architecture.
The issue the study addresses consists in the insufficient and fragmented legal regulation of digital real estate rights in Russia, which limits developers’ ability to leverage their security function to attract alternative financing. The research methodology is based on a comparative legal analysis of international practices in regulating real estate virtual assets (RWA), and a dogmatic analysis of the Russian legislation on digital financial assets and investment platforms. The study findings demonstrate that the current Russian legal regime for digital real estate rights, unlike some foreign jurisdictions, does not enable investors to acquire property rights to a property, limiting them to obligatory claims against the issuer. Despite this, raising funds in this manner may be applicable to lending for residential construction projects under construction contracts using escrow accounts. Such digital rights function as a hybrid investment instrument, similar to asset securitization, and provide developers with flexibility in liquidity management. The study’s contribution includes systematizing legal risks for investors, as well as identifying the benefits of alternative financing for developers, which can be employed to improve legislation and develop more secure financial products in the digital real estate market.
Introduction. This article examines serial culture as a phenomenon of the contemporary media environment and a tool for intercultural communication.
The aim of the study is to identify the nationally specific characteristics of serials from the United States, Great Britain, and Russia.
Methods. The methodological basis is a content analysis of nineteen serials from three countries, including a classification of over 1200 speech cues across six universal socially significant themes: family and interpersonal relationships, social inequality, power and moral choice, maturation and identity, historical memory, and trauma and coping strategies.
Results. The results of the analysis demonstrate that, regardless of cultural differences, serial production relies on a common thematic framework, but national media formats interpret these universal themes differently, reflecting the specific cultural codes of their countries.
Discussion. The international distribution of serials ensures the circulation of these models and their reception in other cultures, confirming the role of serials as a significant mechanism for intercultural communication. The findings demonstrate the potential of serial culture to convey values and foster mutual understanding in the global media space.
