Abstract

The article deals with the legal aspects of the institute of urban planning. The concept of urban planning zoning is considered, and the types of territorial zones are listed. A brief description of the town planning regulations is provided. The necessity of the institution of urban zoning is pointed out, the goals and the functions of this institution are highlighted. The powers of local self-government bodies in matters of urban planning, as well as specifc features and exceptions, are considered. Conclusions are drawn on the issues of considering the opinion of the multinational nation, as a source of authority in the regulation of urban zoning.

Abstract

This paper identifes the fundamental factors and attributes of the civilization of the United States of America, capable of having a lasting impact on the country’s foreign policy. The signifcance of cultural and civilizational factors in the study of a  state’s foreign policy is substantiated. The analysis of each factor is sequentially presented. The material the paper features might be instrumental in doing research into the USA foreign policy, which is to be investigated building on the comprehensive analysis and relying on updated tools, given the dynamics of current developments.

Abstract

The topicality of the research can be accounted for by the fact that the amendments to the Constitution of the Russian Federation, which entered into force in July 2020, affected the defnition of powers and status of the President, the nature of his relations with the supreme bodies of state power, which in turn introduced transformations to the republican form of government, and therefore requires a detailed consideration.

The author has set a goal: building on the analysis of the amendments to the Constitution, various expert opinions, to prove that the form of government in Russia has been transformed from a  mixed republic to a  presidential republic with the elements of a parliamentary one.

Having conducted the research the author reaches the objective by arriving at the grounded conclusion that for the moment Russia is a presidential republic with certain elements of a parliamentary one.

Abstract

The article discusses the development of the concept of “serial murder”, the allocation of criteria that differentiate this crime. The results of some academic works in the feld of clinical studies of psychopathy are presented. The role of modern factors resulting in the disorganization of behavior in general, and their subsequent infuence on the commission of serial murders is analyzed. It is concluded that, in general, the current social situation can contribute to the growth of serial murders.

Abstract

The purpose of the article is to formulate proposals for improving the state migration policy in the Chelyabinsk region in the system of prevention of extremism. The study is based on statistical data on the Chelyabinsk region, according to which this region has been actively involved in the processes of international migration. The paper states that the current geopolitical situation dictates new rules for the development of the Russian state, which may result in the increase of the state’s demand for labor resources. Interregional migration in the Chelyabinsk region demonstrates a  negative balance of migration of the indigenous population and in this regard, the migration situation in the region may change signifcantly due to the attraction of foreign labor as a forced measure of the state. It is recognized that there is a need to develop proactive measures to improve the state migration policy in the Chelyabinsk region in the system of prevention of extremism in order to prevent extremist crimes, as well as criminality based on the conficts between the migrants and the local population.

Abstract

The article reveals the actual problem of falsifcation of products, which today occupies one of the main problems in the modern world and damages the economic security of the country and the security of the population. The study pays considerable attention to the problems of falsifcation of perfumery products, especially the new labeling system of goods, as well as its signifcance in the traceability of goods across the customs border of the Eurasian Economic Union. The article analyzed data revealing the volume of perfume sales in the Russian Federation, the volume of perfume imports on the territory of the Russian Federation and the main exporting countries of perfumery products. The author identifed the main problems related to the nature of the falsifcation of perfumery products, namely: a low level of state control, an ineffective system of punishment for the sale of counterfeit perfumes, the ineffciency of measures to counteract the spread of counterfeit perfumes in the country. Within the framework of the study, solutions to the identifed problems are proposed: the use of the latest technological means to detect the illegal movement of perfumery products across the customs border, the elaboration of regulatory issues and the use of mechanisms to prevent the import and sale of counterfeit perfumery products on the territory of the state.
