Pirates of Somalia: Filling a Power Vacuum or Skillful Co-optation?
Abstract
The article aims to assess the degree of political autonomy of Somalian pirates. To achieve this goal, the author analyzes the resource base necessary for their activities in the logic of rational choice theory, addressing the issues whether it is realistic to be self-suffi cient without external assistance. The author resorts to a three-link model (labor, fi nance and political capital) suggested by the World Bank. Building on the result of the analysis, the author concludes that pirates are highly dependent on the political climate of the State they operate in.
