Введение. На данный момент в соответствии с Конституцией Российской Федерации муниципальная власть является частью публичной власти и подчиняется ее общим принципам. В связи с этим государством устанавливается обязанность органов местного самоуправления предоставлять отчетность об эффективности их деятельности. Указом Президента Российской Федерации № 607 «Об оценке эффективности деятельности органов местного самоуправления муниципальных, городских округов и муниципальных районов» установлен перечень показателей эффективности деятельности органов МСУ.

В научной среде сложились разные мнения в отношении необходимости оценки эффективности деятельности органов МСУ, содержании и применении показателей различных сфер жизни общества при такой оценке. В связи с чем представляется логичным провести анализ деятельности органов местного самоуправления конкретного муниципального образования на основе показателей, отраженных в Указе Президента № 607. В качестве анализируемого муниципального образования автором был выбран городской округ город Краснодар.

Материалы и методы

Материалы и методы. Исследование базируется на материалах, предоставленных Федеральной службой государственной статистики. Методами исследования являются общенаучные методы, методы статистической обработки и интерпретации данных. Результаты. Анализ основных демографических, экономических, социальных и экологических показателей муниципального образования позволил выявить проблему определения в муниципальные дошкольные образовательные учреждения города Краснодара. Обсуждение. С целью совершенствования эффективности деятельности органов местного самоуправления городского округа Краснодар по выбранному показателю оценки предложен комплекс мер, направленный на улучшение сложившейся ситуации. Данные меры являются универсальными и применимы к большинству муниципальных образований, сталкивающихся с данной проблемой.

Introduction

Introduction. At the moment, in accordance with the Constitution of the Russian Federation, municipal power is a part of public power and is subordinated to its general principles. In this regard, the state establishes the obligation of local self-government bodies to report on the effectiveness of their performance. The Decree of the President of the Russian Federation No. 607 ‘On Assessing the Performance of Local Self-Government Bodies of Municipalities, Urban Districts and Municipal Districts’ stipulates a list of performance indicators for LSG bodies.

There are different opinions in the academic community regarding the need to assess the effectiveness of LSG bodies, the content and the implementation of indicators from various spheres of society for such an assessment. Therefore, it seems logical to analyze the performance of local self-governance bodies of a particular municipality on the basis of the indicators outlined in Presidential Decree No. 607. The author has selected the Krasnodar Urban District as the municipality to be analyzed.

Materials and techniques

Materials and techniques. The study is based on the materials provided by the Federal State Statistics Service. The research methods are universal academic methods, the techniques of statistical processing and interpretation of data.

Results

Results. The analysis of the main demographic, economic, social and environmental indicators of the municipality revealed the issue of the selection to municipal preschool educational institutions in the city of Krasnodar.

Discussion

Discussion. In order to improve the efficiency of local government bodies of the Krasnodar city district on the selected assessment indicator, a set of measures aimed at improving the current situation has been suggested. These measures are universal and applicable to the majority of municipalities facing this problem.
