В статье раскрывается проблематика опасности улиц современного российского города и констатируется необходимость внедрения превентивных мер борьбы с правонарушениями. Автором представлена классификация основных мер обеспечения безопасности городских улиц и рассматриваются инновационные их виды: градостроительные и урбанистические. Дается оценка различным концепциям города, описываются недостатки градостроительной политики современной России и предлагаются альтернативы. Исследуются основные концепции улицы и раскрываются меры по превращению дорог для машин в улицы для всех. Формулируется ряд рекомендаций по повышению уровня безопасности на дорогах города и выводится портрет современной безопасной улицы.
The article explores the issues of danger in the streets of a modern Russian city and establishes the need to introduce preventive measures to address the offenses. The author presents a classification of the major measures to ensure the safety of city streets and considers the qualitatively innovative types of these tools, both city planning and urbanistic ones. The paper assesses various urban concepts, features the drawbacks of urban planning policy of modern Russia, and suggests some alternatives. The author examines the key concepts of the street and identifies the measures to transform roads for cars into streets accessible to all. A few recommendations for increasing the level of safety on the city roads are formulated, and the concept of an innovative safe street is presented.
